INTRODUCTIONS
No New Attendees, Barry Katz chaired the meeting.

CALL FOR PATENTS
Barry Katz called for any patents or pending patents related to the IBIS
Version 4.0 Standard.

No companies declared a patent.

REVIEW OF AR'S

The September 11, 2002 minutes were approved without change.
AR's were discussed during the meeting.
AR Barry Katz, enlist help for remaining documentation items.
AR: Lynne Green will collect descriptions and update the checklist.

IBIS SUMMIT DATE (Tuesday, October 15th) tentatively 1-5 Pm EST
       Second Call for Papers/presentations has gone out.
       Barry will present Quality checklist and road map.
         Need to finalize Documentation details.

OPEN FOR NEW ITEMS

Eckhard Lenski is having trouble posting to IBIS-Quality reflector.
Barry suggested emailing Mike Labonte to check on this.

SUMMARY OF MINUTES

Documentation needs to be completed by IBIS open forum (PCB EAST)
Following people have signed up and gave status on documentation.

Bob Haller - IV Curves, Clamp Curves (no progress)
Greg Edlund - SPICE Correlation, Lab Correlation (no progress)
Eckhard Lenski - Possible Errors that should be checked (Draft Sent out)
Barry Katz - VT Curves and Ramp
Mike Labonte - Waveform processing (tentative)

The following people stated they would be attending PCB east in person
Barry Katz, Greg Edlund, Bob Haller, Kazuyoshi Shoji, Sadahiro Nonoyama. 
Bob Ross stated he would attend by Conference call.
Bob Haller and Greg Edlund agreed to provide draft documentation by the
next Meeting (Oct 8th). Greg suggested the committee get together prior
to PCB East Meeting (Oct 15th, in the AM) and complete the unfinished
sections of the documentation. Barry Katz volunteered space at SiSoft in
Maynard MA to review and complete this first pass. Time will be 
finalized once IBIS open Forum Summit time finalized.

The Committee reviewed and agreed on the road map of levels to present
at PCB EAST:
	Level 0: syntax parser checks, Model can be simulated.
	Level 1: Model Spec complete, visual checks, validate data sheet
information, pin list is correct and complete, all IBIS values 			are 
reasonable (i.e. Ccomp is correct order of magnitude)
	Level 2: SPICE correlation.  Golden Waveforms required in model.
	Level 3: Correlation to Bench/Lab. Golden Waveforms required .

Level 0 Errors and Warnings in general are not acceptable, but must be 
documented if unavoidable. A good example is a known parser bug making 
eliminating all warnings unachievable
Level 1  In the case of a programmable part (i.e. FPGA, CPLD) the pin
list must contain calls to all the representative models, but does not
have to contain a the actual complete pin list.
Level 2 and level 3  - Comparison of IBIS data to known good data - per
the IBIS accuracy handbook.  FOM's (Figure of Merit) will be calculated 
and documented. http://www.eda.org/pub/ibis/accuracy/

Discussed the pro's and cons of requiring a specific FOM (i.e. 99%)
for achieving a level 2 stamp.  Conclusion was that Level 2/3 FOM's can 
be qualified based on customer needs in purchase spec. These needs will 
be unique for different system applications and model users thus one 
level for all models will not apply.

OPEN FROM PREVIOUS MINUTES
Parser Bug - consistency checking between I-V and V-t curves.
Parser bugs: BUG71 assigned in Open Forum "Enhancement, Low
Priority". Bob Ross wants Bob Haller to update the bug and explicitly
state the I-V combination rules and zero warning pass criteria for good
models.
Greg Edlund's BUG on standard loads has been assigned BUG 74.
Roy Leventhal's BUG needs test case.
